The Committee of Five – Thomas Jefferson (VA), John Adams (MA), Robert Livingston (NY), Roger Sherman (CT) and Benjamin Franklin (PA) – was appointed to draft a statement on why the colonies were seceding from Great Britain. The colonies had to make declaration to be able to appoint diplomats, access foreign ports, and negotiate agreements with foreign states.
